Part-time work barely exists in Saudi Arabia

The default is full-time, five days a week, or nothing. Even where flexibility is nominally available, it is often quietly discouraged, monitored closely, or treated as a sign of insufficient commitment. For a workforce navigating the complexity of modern life, this is a significant failure of imagination.

The workload problem

Alongside this rigidity sits another issue: unrealistic workloads. Many organisations operate as if a job description is simply a list of everything that needs doing, with one person’s name attached. Tasks accumulate, priorities blur, people are stretched across responsibilities that no single human could execute well simultaneously. This is not ambition, it’s poor management.

As things boom in Saudi Arabia and new sectors and jobs emerge, roles and tasks are simply not well defined. So rather than defining workloads by what needs to be done, employees end up stretched to the maximum of what they can humanly do. The only limit imposable is working hours (which are also routinely transgressed without compensation). That brings us to the 8-hour day fallacy.

The problem with the 8-hour day is that it fools people into believing they should have 8 productive hours a day, which is biologically far-fetched. Research shows that we have a 4-hour daily cap of real, focused mental work. How those 4 hours are spread out varies from person to person. The 8-hour day works best when treated as a bracket within which to find our best routine. It fails when treated as a minimum number of high productivity work hours.

A more honest approach to workload would ask what a role actually demands, mapping that out to realistic human abilities and the resources provided. I believe that if organisations did this, they would find their most productive employees are actually doing the equivalent of 2-3 people’s work, while most roles could benefit from flexibility or part-time employment.

Flexibility works, the evidence is clear

The pandemic proved that people working from home, trusted to manage their own time, often performed as well or better than before. The four-day work week trials run in Iceland, the UK, Japan, and Portugal have reinforced this repeatedly: fewer hours, same or higher productivity, significantly better wellbeing, less sick leave and better retention. The data is no longer ambiguous.

This matters especially for roles that require thinking rather than presence or manual labour. An analyst, a lawyer, a strategist, a researcher, a designer — none of these people produce better work by sitting longer at a desk. Giving them flexibility to structure their hours around their energy and focus is not generosity, it is in the interest of the organisation. If a role is full-time and you have an employee who is great for it but needs to work 4 days a week, it’s almost always better to knock off a task and retain the person than to hire someone less suited to the role. Long-term retention of your best talent saves so much money over the years.

For truly full-time roles: consider job sharing

For roles that genuinely require full-time commitment or that have necessary duties that exceed standard full time, there is another model worth taking seriously: two or more people share one role, splitting hours, responsibilities, and accountability. This is practiced successfully in healthcare, education, government, and the private sector across Europe and beyond. A job share is not a half-measure. Managed well, it brings two minds to one challenge, improves continuity, and often elevates the quality of decision-making.

A particular opportunity for Saudi organisations

In many organisations, senior and leadership roles are held by expatriate talent that is specifically brought in for expertise that does not yet exist locally. Rather than a straightforward handover at the end of a contract (which never happens anyway), a structured job share or co-leadership arrangement would pair that foreign expert with a Saudi counterpart from day one. Both are full participants. Knowledge transfers not through a manual or a farewell presentation, but through shared daily practice. This could be a form of genuine Saudiisation. Not replacement, but intentional, structured development, in-country and on the job. The organisation benefits from international expertise and local, culturally nuanced knowledge simultaneously, and both people benefit from genuine partnership rather than the disconnected bubble that expatriate roles so often become.

Work exists to improve our lives

At the end of the day, work exists to serve human beings, not the other way around. Even where the goal is commercial, the revenue and the growth are a means to improved lives, not the end itself. When we burn people out in pursuit of commercial gain, we have failed before we started.

That raises a deeper question about what we actually value, but that is a conversation for another day.

لماذا لا يوجد عمل بدوام جزئي في السعودية؟

النموذج السائد في بلادنا هو الدوام الكامل أو لا شيء، و حين تُتاح المرونة بشكل اسمي، فهي لا تُشجّع، أو تُراقَب عن كثب، أو تُعدّ دليلاً على ضعف الالتزام. هذا إخفاق واضح في الخيال المؤسسي لقوى عاملة تتعامل مع متطلبات الحياة الحديثة. بخلاف الساعات المرنة، توجد نماذج مثيرة لتلبية متطلبات العمل مع مراعاة احتياجات الأفراد المختلفة. سأذكر اليوم منها مثالين: الدوام الجزئي و تقاسم الوظيفة. و لكن لا يمكننا أن نطرح هذه النماذج بشكل واقعي دون توضيح حجم العمل للوظيفة.

مشكلة حجم العمل في الوظائف التي تعمد على العمل الذهني

الآن سأركز على الوظائف التي تعتمد على التفكير و العمل بالذهن مثل المحاماة أو الإدارة أو البحث أو التصميم و غيرها. و هذه الوظائف تشكل الكثير من الأعمال المكتبية.

التمعين في ساعات العمل و تنظيمه في الوظائف ذات العمل الذهني يبرز مشكلة أخرى: أعباء العمل غير الواقعية. كثير من المؤسسات تتعامل مع المهام الوظيفية كأنها قائمة بكل ما ينبغي إنجازه، مع اسم موظف(ة) في أعلاها. تتراكم المهام، وتتشابك الأولويات، و تحرق الموظفون مسؤوليات مستحيلة في طاقة بشرية. هذا ليس طموحاً، بل هو ضعف في الإدارة.

هذا الأثر يتفاقم في حالة وجود قطاعات أو وظائف جديدة، مهامها لم يحدد بعد، و نجد من هذا الكثير في عالم الابتكار و الأكثر في نهضة السعودية الحالية. المشكلة أننا لا نقر بعدم وضوح المهام و لا نحفّز عملية التوضيح، بل نعمل إلى “أقصى جهدنا” الذي يسعه اليوم الوظيفي. الحد الوحيد هو ساعات العمل و حتى تلك كثيرا ما نتعداها دون تعويض. وبهذا نأتي إلى مشكلة يوم العمل ذو الثمان ساعات.

ساعات العمل والإنتاجية

المشكلة في يوم العمل ذو الثمان ساعات أنه يوهم الناس بضرورة الإنتاج الفعلي طوال ثماني ساعات يومياً، وهو أمر شبه مستحيل بيولوجياً. تشير الأبحاث أن لدينا حد يومي لا يتجاوز أربع ساعات من العمل الذهني المركّز. وتتفاوت طريقة توزيع هذه الساعات من شخص لآخر. يوم العمل الثماني ساعات يفيد حين يُعامَل كإطار زمني يسمح للفرد بأن يجد روتينه الأمثل، ويفشل حين يُعامَل كحد أدنى لساعات الإنتاجية العالية.

النهج الأكثر صدقاً في التعامل مع أعباء العمل يبدأ بسؤال: ما الذي يتطلبه هذا الدور فعلاً؟ ثم قياس ذلك بالقدرات البشرية الواقعية والموارد المتاحة. أعتقد أنه لو فعلت المؤسسات ذلك، لاكتشفت أن كثير من الوظائف قد تستفيد من المرونة أو العمل بدوام جزئي. بينما أرجح أنها لو تمعنت في موظفيها الأكثر إنتاجية لوجدت أنهم يقومون حقيقةً بما يعادل عمل شخصين أو ثلاثة.

المرونة تنجح، والأدلة واضحة

أثبتت حقبة كورونا أن العمل عن بعد دون مراقبة أو إلتزام بساعات عمل المكتب لا يقلل من الأداء أو الإنتاجية، بل وجدنا إن إنتاجية كثر من الموظفين ازدادت. و هذه النتيجة عززتها تجارب أسبوع العمل بأربعة أيام التي أقيمت في آيسلندا وبريطانيا واليابان والبرتغال: ساعات أقل، إنتاجية مماثلة أو أعلى، عافية أفضل بكثير، إجازات مرضية أقل، واحتفاظ أعلى بالموظفين. الأدلة أصبحت واضحة.

هذا مهم بشكل خاص للأدوار التي تتطلب تفكيراً، بخلاف الوظائف التي تتطلب حضور أو عمل يدوي. المحامية، المحلل، الباحثة، الاستراتيجي، المصممة: لا أحد من هؤلاء ينتج عملاً أفضل بمجرد حضور أطول في المكتب. أن نمنحهم مرونة لتشكيل ساعات عملهم حول طاقتهم وتركيزهم ليس كرماً، بل هو في مصلحة المؤسسة. بالإضافة إلى ذلك، إن لبينا احتياجات موظفين كفوئين لدوام جزئي قد يفيد المؤسسة أكثر من تعيين موظف أقل كفاءة يداوم بشكل كامل. إن كانت مهام الوظيفة تتطلب دوام كامل و لكن الموظف الكفوء بحاجة لدوام ذو أربعة أيام في الأسبوع، فقد يكون من الأجدى الاستغناء عن إحدى المهام أو تعيينها لشخص آخر والإبقاء على الموظف. الاحتفاظ بأفضل الموظفين كفاءة يرجع عوائد عالية على المؤسسة على المدى البعيد.

للأدوار التي فعلا تتطلب دواماً كاملاً: هل من الممكن تقاسم الوظيفة؟

للأدوار التي تستلزم فعلاً خمسة دوام كامل، أو التي تتضمن مهاماً ضرورية تتجاوز الدوام الكامل الاعتيادي، ثمة نموذج آخر قد يفيد الكثير من الأدوار: شخصان أو أكثر يتقاسمون دوراً واحداً، سواءا كان ذلك عبر تقاسم ساعات العمل أو مهام محددة المدى. هذا النموذج يُطبَّق بنجاح في قطاعات الرعاية الصحية والتعليم والحكومة والقطاع الخاص في أوروبا وخارجها. الفرق بين تقاسم الوظيفة و تكوين توظيف أفراد في فريق هو أن تقاسم الوظيفة يعني أن هناك شخصين أو أكثر بنفس الكفائة يلمون بمهام الوظيفة و يؤدونها على أوقات محددة. في الوظائف المكتبية، نجد هذا التقاسم في الدعم التقني أو في الأعمال السكرتارية: الشخص الموادم هو الذي يجاوب الطلبات. و لكن لا ينبغي لكل من هؤلاء أن يكونون موظفون بشكل دائم، فقد يغطي أحدهم يومين و الآخر يومين و ما إلي ذلك. لكن ماذا عن تقاسم الوظائف الإدارية؟ و ماذا لو نظرنا لتقاسم الوظيفة بشكل مختلف: بدلا من تقاسم الوقت، وضع شخصين في وظيفة فتجمع عقلين أمام تحدٍّ واحد و تستفيد المؤسسة من وجهتي نظر تعمل بشكل متوائم و تزيد من جودة القرارات و الإدارة. هذا ليس نموذج سائد و لكني رأيته في حالتين ناجحتين في الغرب، و أعتقد أنه فد يفيدنا في السعودية بالأخص.

فرصة ذهبية للمؤسسات السعودية

في كثير من المؤسسات، تشغل الكفاءات الأجنبية الأدوار القيادية والإدارية العليا، إذ تُستقطَب تحديداً لخبرات لا تتوفر محلياً بعد. المشكلة إننا لا نستفيد من وجود هذه الخبرات الأجنبية لتنمية كفاءة السعودين، و المشكلة الأكبر أن قليلا ما يطبق نظام تسليم يحافظ على استمرارية العمل فمع مغادرة المدير الأجنبي نجد فوضى لم يدرب الفريق للتعامل معها. تقاسم الوظيفة بنظير(ة) سعودي(ة) يقدم حل لهذا:

ماذا لو وضعنا لكل إداري أو قائد أجنبي قرين(ة) من البلد، كلاهما مسؤولون بالمهام من اليوم الأول، حيث يفيد الأجنبي بالخبرة التقنية الذي يأتي بها و يفيد السعودي بكيفية تطبيقها في السعودية. بذلك ينتقل العلم لا عبر تقرير أو عرض قصير في نهاية المطاف، بل من خلال الممارسة اليومية المشتركة. هذا يمكن أن يكون شكلاً من أشكال السعوَدة الحقيقية؛ ليس استبدالاً، بل تطويراً مقصوداً ومنظّماً، داخل البلاد وعلى أرض الواقع. تستفيد المؤسسة في آنٍ واحد من الخبرة الدولية التقنية والمعرفة المحلية المناسبة ثقافياً، ويستفيد الطرفان من شراكة حقيقية بدلاً من الاستمرار في نماذج تعزل الكفاءات الأجنبية في فقاعة منفصلة.

غاية العمل تحسين حياتنا

في نهاية المطاف، العمل موجود لخدمة الإنسان، لا العكس. حتى حين يكون الهدف تجارياً، فإن الأرباح وسيلة لحياة أفضل، وليست غاية في حد ذاتها. حين نُرهق الناس سعياً وراء ربح المؤسسة نكون قد أخفقنا قبل أن نبدأ.

هذا يطرح سؤال أعمق حول غاياتنا و ما هي الأمور التي نعطيها قيمة، لكن ذلك حديث ليوم آخر.
